POLICY #1

BAN THE PHRASE “WE’RE TOO POOR A STATE TO SOLVE IT” AND REPLACE IT WITH “CAN DO.”

Poverty is not the problem. A poverty mindset is. There are proven policies to reduce poverty and the costly problems that come with it. To reduce a poverty-mind set is another thing altogether. And with a 25% child poverty rate, we are essentially pushing 1 out of 4 children off a cliff. We have a public crisis that demands a new "can do" attitude.

The phrase, “We're too poor a state to solve that” is readily offered up at even the suggestion of solving social problems. It’s a conversation (and problem-solving) stopper. As a result, most New Mexicans believe that nothing can change. That era is over.

We can now work together in a data-driven, results-oriented, information technology-infused way to support localities in turning it all around. Repeat after me, NM can do!

POLICY #2

NEWBORNS AS STATE TREASURES: UNIVERSAL HOME VISITATION AND PARENT SUPPORT

Every newborn designated an Official NM State Treasure. And we cherish our treasures.

Nothing is more important than the safety and health of our most vulnerable residents.

Each household with a new infant or child up to age 3 gets regular visits from a local home visitation program—with staff trained to support the parent in creating the most positive home environment for the much loved State Treasure(s).

We will provide whatever is needed to grow a resilient child and to help the caregivers be the best possible nurturers. Home visitation programs and community partners support this.

JOBS FROM INTERNATIONAL INSTITUTE OF NM SOLAR & WIND TECH

New Mexico is the number one producer of solar and wind technologies on planet earth—well, not quite today, but we will be.

With the right investment and private/public partnerships creating the International Institute of NM Solar and Wind Technology we will get there. Yes, it's catch up with China time...so lets get entrepreneurial and invest in what we have the most of...SUN POWER.

Plus every NM home, school, gov't building, business, and farm will be solar and wind powered by our new tech, with huge discounts and incentives for residents and businesses. Then we invent solar paint so e-cars, e-trucks, e-bikes, e-scooters, and trains can use the sun to power up.

POLICY #4

JOBS FROM LOCAL, SUSTAINABLE FARM TO TABLE FOOD PRODUCTION

Consider that New Mexico is an island like Hawaii—only with the flights and ships on strike. And we want to be able to feed ourselves by food grown locally—fresh, year round.

We need investments in our county extension programs that are already focusing on local “best practice” in farming, health and wellness. Now we invest more in local solutions—with support from local colleges and universities—to create state-of-the-art water systems and acequias, seed care, crop monitoring, green cultivation, and farm staff development.

We can provide nutritious food to local farmer's markets, co-ops, bistros, hotels, hospitals, schools, colleges, day care centers, and retirement homes.

POLICY #5

JOBS FROM ART + ECO-FRIENDLY TOURISM + GREEN ZIP CAR ROAD TRIPS

When tourists seek adventure, romance, eco-friendly excursions, or wish to dive into history they should think of only two words: NEW MEXICO.

You can't beat NM when it comes to beauty and culture. Our tourism will be huge 24/7 12 months a year. Visitors (and locals on stay-cations) can use the GO-NM app on their mobiles to book green zip e-cars, hotels, and massages. The app offers every adventure—guiding visitors to all things made in NM--local galleries, stores, cafés, vintage shops, museums and places of interest.

We use our extension programs and economic development gurus to help localities develop the type of tourism that want to attract—and the types of green, tourist-friendly businesses they wish to promote.

The app "NM-a-go-go" creates your state-of-the-art New Mexico adventure.

POLICY #6

ECONOMIC AND RESILIENCY DEVELOPMENT ZONES+CENTERS

Creating a economically resilient base in all 33 counties, and their diverse communities, means working assertively and creatively with localities to assess challenges.The good news is that some communities have achieved great success. We focus on those areas needing support so that those with entrepreneurial "can do" spirit are rewarded, and economic engines go va-rooooom!

In order to achieve economic development and community resiliency, we work with our historic system of county extension programs to support localities in creating Economic Resiliency Zones. We provide staff to identify roadblocks, build capacity, set priorities and plan, implement policies and programs, and evaluate progress. Our team of historians, futurists and entrepreneurs bring global insights to ensure success.

POLICY #7

FREE HEALTHCARE SCHOOLING + HEALERS' CORPS TO END SHORTAGES 

Our residents can enroll, for free, in the NM Healthcare School (that UNM is modeling beautifully) to become medical doctors, nurse practitioners, dentists, dental assistants, physician assistants and behavioral health specialists—all focusing on integrated health and wellness in rural New Mexico. Providers serve for a five-year period—ideally in their home towns. Tele-medicine, already in use in NM, is promoted to bring experts to rural areas.

All graduates become members of the NM Healers' Corps and are empowered to mobilize residents around evidence-based health, wellness, and safety. Each county’s Healers' Corps works with local stakeholders in college supported extension programs and health councils to achieve measurable health outcomes.

The app "NM Wellness Wins" tracks local successes in meeting measurable health outcomes and promotes Corps recruitment.

POLICY #8

GREEN, FULL SERVICE COMMUNITY SCHOOLS WITH WELLNESS CENTERS 

We back up our commitment to children with an investment in the cornerstone of democracy—public schools. Just like our kids in NM’s wealthier, fully resourced, private schools, we provide our public students with Full Service Community Schools—to ensure that every student, regardless of family income, has access to a fully resourced learning environment.

Features include a wellness center and health care, mental health care, academic support staff, a coordinator of after school activities, and a social worker to provide parents and guardians with support.

It’s the best investment we can ever make—giving each child a chance at success. And giving parents the support they need to raise safe, healthy and resilient children.

The app "NM Student Success" tracks how well our kids are doing at school and in the community.

POLICY #9

ALCOHOL HARM TAX TO PAY FOR HUGE COSTS RELATED TO DRINKING

A champagne toast can be a joy for those of us who can and do enjoy alcohol in moderation. Tragically, in NM we have a long history of financially and emotionally costly alcohol abuse. This abuse plays a role in car crashes, domestic and sexual violence, and cirrhosis of the liver; all of which often require ongoing healthcare and treatment.

The harm associated with alcohol costs the state huge amounts in EMS services, hospitalizations, recovery services, the law enforcement and judicial system.

The alcohol harm tax will cover the costs of alcohol abuse and binge drinking—including mental health services and recovery services for those with alcohol-related problems and care for those family members impacted by an alcohol abuser.

The app "NM Drink Costs" tracks alcohol-related deaths, ER visits, arrests and where this tax goes to prevent problems.

POLICY #10

LUXURY TAXES ON THINGS WE DON'T NEED TO BUILD ROBUST ECONOMY

Let’s support the luxury of buying stuff we don't need—and make the act of recreational consumerism a vote for our children. We will add the tiniest of fees to every luxury item (mink mini-skirts, pet paw massages, $35,000.00 handbags, etc.) to support our economic development and child poverty reduction.

Now when you see a person in furs being driven in a limo to the poodle spa, you will say, "Thanks for supporting the kids. Give your pooch a pedicure."

And we all get the app NMTaxesGoHere that shows every taxpayer exactly where these luxury taxes are going—to ensure that public funds are spent on results-oriented programs that promote a "can do" healthy, robust, and wired New Mexico.
